Not all SeRPs have GITLAB Provisioned internally, if you would like GITLAB - please contact the helpdesk and GITLAB will be provisioned.
SeRP Permissions/Capabilities
If you wish all users within a project to be given "read" access to the Group for this Project - then setting will enable it for all.
If you wish to provide dedicated users with RW access to the Group or enable them to create their own "Projects" then you will need to add them to a role which has the permissions for GIT enabled and set to "RW"
How to find GITLAB within SeRP
If installed in your SeRP, GITLAB can be found at the following URL when logged on to the Windows desktop gitlab.[SeRPName].ukserp.ac.uk (e.g. SAIL would be gitlab.sail.ukserp.ac.uk and DPUK would be gitlab.dpuk.ukserp.ac.uk)

As a user you have the option to create your own "Project" within that "Group" if you wish to branch your own code or work collaboratively on a project. The screenshot below demonstrates the "Main Project" that has been created for this "Group" and my own "Project"
If you wish to create your own "Project" you can click on "New Project" and then select the type of project AND who has access to this "project" within the "Group"
